绿色技术壁垒是进口国以保护资源、环境和人类健康为由,对进口商品实施苛刻的质量环境标准和检验技术,达到限制或阻止进口、保护国内市场目的的一种国际贸易保护制度。绿色技术壁垒具有极高的技术性、隐蔽性和歧视性,其对出口国的影响程度远远超过关税壁垒。发展生态经济和绿色食品,突破绿色技术壁垒,是拓展我国农产品国际市场的挑战性课题。
Green technology barrier is an international trade protection system for importing countries to impose harsh quality environmental standards and testing techniques on imported goods under the pretext of protecting resources, environment and human health so as to achieve the purpose of restraining or preventing imports and protecting the domestic market. Green technical barriers are highly technical, concealed and discriminatory, and their impact on exporting countries far exceeds the tariff barriers. Developing ecological economy and green food and breaking through green technical barriers are challenging issues for expanding the international market for agricultural products in our country.
