杨业勤同志是武汉市江汉区财政局的专管员。他在大跃进的1958年里,既贯彻了依靠群众办税的方针,又从促进企业生产入手,组织了财政收入。截至年底止,他协助企业办了72件好事,增加企业产值274万余元,增加企业利润27万余元,增加税收153,000余元。因而超额完成了下达个人的财政收入计划;企业做到了“三自”(自结算、自开票、自缴库)、“三

In 1958, during the Great Leap Forward, he not only implemented the principle of relying on the masses for tax purposes, but also started to promote enterprise production and organized fiscal revenue.
