新加坡从国情出发,提出了具有亲和力的社区建设理念:个体——具有社会责任感;家庭——温馨而稳固;社群——积极并有爱心;社会——富有凝聚力和复原力。社区建设的总体目标是:发现并满足社区居民的共同需要;提升社区生活环境;开发和利用社区资源;开展社区服务和社会援助等。政府积极鼓励社会团体、宗教团体、中介组织参与社区建设,建立纵横交错的社区基层的组织网络,引导各族公民积极参与社区管理。
Starting from its national conditions, Singapore put forward the concept of building an affinity with the community: individual - with social responsibility; family - warm and solid; community - positive and caring; society - rich cohesion and resilience. The overall goal of community building is to find and meet the common needs of community residents, to enhance the living environment of the community, to develop and utilize community resources, to carry out community services and social assistance. The government actively encourages social organizations, religious groups and intermediary organizations to participate in community building, establish a network of organizations at the grassroots level and across the community, and guide citizens of all nationalities to actively participate in community management.
