民主决策是当今管理科学主要内容之一,对专业技术复杂门类很多的综合性研究单位尤其重要。一方面,当今科学技术的规模越来越大,认识事物向更深层次进取,另外一方面,大量新的科技成果极需尽快转换成商品,从而产生更多经济效益,对科研单位来说增加一个支配因素,由于个人知识有局限性,所以把握科技的正确发展,必须重视群体意识与其发挥。对一个单位有份量的一些决策和发展某些技术的选择都应通过基层民主体和决策层民主体予以充分的论证、分析和评估。只有这样才能把决策失误减少到最小。为此一个研究单位至少在领导班子下设立咨询机构,这个机构的任务是根据本单位的人、财、物、技术力量,综合来自各方面的信息,经过分析整理,预测未来技术发展方向,提供给领导班子决策作准备,同时也承担领导给予的一些决策性问题的研究任务。

The decision-making of some units and the selection of certain technologies for developing a unit should be adequately demonstrated, analyzed and evaluated by the grassroots and decision-making democrats. Only in this way can the decision errors be reduced to a minimum. To this end, a research institute shall establish an advisory body under the leadership of at least the task of this institution to analyze and sort out, synthesize and forecast the direction of future technological development based on the information of people, property, materials and technology of its own units, To prepare for the leadership decision-making, but also to undertake some of the decision-making issues given by the leadership of the research task.
