今年57岁的吉林省吉林市委副秘书长陈淳,从未分工负责过信访,十几年来却先后接待上访数千人次。陈淳办公室挂着上访群众送来的牌匾,上访群众可以随时拨打陈淳的各部电话,陈淳接待的上访问题多数得到解决。同其他信访干部不一样,作为一名“编外信访干部”,陈淳对信访工作有自己独到的理解。近日,陈淳对《瞭望》新闻周刊记者坦诚地讲述了自己“和谐接访”的感受,不少问题发人深思。
Chen Chun, 57, Jilin Province’s deputy secretary general of Jilin Province, has never been responsible for the work of letters and visits. Over the past few decades, he has received thousands of petitions. Chen Chun’s office hung the plaque sent by the petitioners. The petitioners could call Chen Chun at any time and the majority of petitions received by Chen Chun were resolved. Unlike other letters and visits cadres, as a “non-nonsense letters and visits cadres”, Chen Chun’s work on letters and visits have their own unique understanding. Recently, Chen Chun told reporters with a lookout newsweek frankly about his feelings of “harmonious interviews,” and many thought-provoking questions.
