近几年进行的国有企业战略性调整的依据不够合理。正确的调整依据应该是不同经济体制下国有企业发生的功能变迁,而调整的方向是对变化后功能的重新定位。现阶段的调整目标是把国有企业调整到市场经济最需要发挥国有企业功能的行业或部门中去。就目前我国的社会生产力水平及由此决定的社会主义所处的阶段来说,国有资产向公共领域集中无疑是最具社会效益、最符合我国当前一段时期所面临的根本任务的。
The basis for the strategic adjustment of state-owned enterprises conducted in recent years is not reasonable enough. The correct adjustment basis should be the functional changes of state-owned enterprises under different economic systems, and the direction of adjustment is to reposition the changed functions. The adjustment target at this stage is to adjust the state-owned enterprises to the industries or sectors most in need of the state-owned enterprises to function in a market economy. As far as the current level of social productive forces in our country and the stage at which socialism is determined are concerned, the centralization of state assets in the public domain is undoubtedly the most socially beneficial and most in line with the fundamental task facing our current period of time.
