近年来,各地有不少单位在档案工作恢复、整顿过程中,实行了案卷质量检查验收制度,制订了验收的标准。这项促进文书立卷和档案工作规范化、科学化的重要措施,已经在具体实施中收到明显成效。目前,各地各单位制订的案卷质量验收标准,内容大同小异,又都各具特点。这是符合实际的。各地各个立档单位的情况不同,文件的内容、种类、形式复杂多样,案卷质量涉及文件分类、立卷、划保管期限,也涉及卷内文件排列、案卷编目和案卷装订技术等各项工作,究竟对案卷质量应当提出什么样的标准条件,是需要我们从实际出发进行认真研究、共同探讨的。因此,各地各单位对外地外单位的案卷质量验收标准可以借鉴,但不宜生搬硬套,这也是很明白的道理。现将中央纪委档案处制订的案卷质量验收标准刊登出来,仅供大家研究参考。
