沃格尔(Ezra F.Vogel)教授是美国哈佛大学研究日本问题、中国问题和东亚问题的专家,目前正受我国广东省政府之聘担任7个月的广东经济发展问题顾问。沃格尔教授近年来先后发表了《日本名列第一》、《再论日本名列第一——日本的成功和美国的反击》等著作,引起了美国和西方各界的重视。他对日本经济发展所作的一系列预测都为后来的事实所证实,因而他在国际上享有盛名。这期里我们编排了三篇文章。《日本的科学政策》一文是沃格尔教授1987年4月9日在美国科学促进会上的演讲,演说后不久,作者欣然赠稿,特供本刊发表。文章分析了日本为在科学研究上跃居世界领导地位所作的种种努力和制定、执行的各项政策。虽然文章旨在促进美国的科研,但作者的许多论点对中国的科研发展也颇有启发、借鉴的意义。第二篇文章是本刊副主编蔡德诚同志在哈佛大学对即将赴粤的沃格尔教授进行采访的记录。交谈中沃格尔教授对中国经济发展问题提出了许多有益的论点。为加深对沃格尔教授的思想和观点的理解,遵从沃格尔教授之嘱,我们特请中国社会科学院现在美国哈佛大学攻读博士学位的研究生、沃格尔教授的研究助手丁学良同志阅读了访问记全文,并谈了他对沃格尔教授谈话的理解和补充。将他的谈话整理成文,就是第三篇文章《从中国人的角度看美、日、中的发展比较》。
Professor Ezra F. Vogel is an expert on studying Japan, China and East Asia at Harvard University in the United States. Currently, he is being hired as a consultant for Guangdong's economic development for seven months by the Guangdong Provincial Government. In recent years, Professor Vogel has published such books as “Japan Ranked No. 1”, “Revisiting Japan Ranked No. 1 - Japan's Success and the United States Counterattack”, which aroused the attention of the United States and the western community. His series of predictions on Japan's economic development have been confirmed by the facts that follow, and he enjoys international prestige. During this period we have arranged three articles. The article “Japan's Science Policy” is Professor Vogel's speech at the AAAS on April 9, 1987. Shortly after the speech, the author is pleased to present it for publication. The article analyzes all the efforts Japan has made in levying scientific leadership in the world and various policies formulated and implemented. Although the article aims to promote the research of the United States, many of the author's arguments give some inspiration and reference to China's scientific research and development. The second essay is a record of interviews conducted with Professor Vogel, who is about to go to Guangdong, at Harvard University by our deputy editor-in-chief, Professor Cai Decheng. During his conversation, Professor Vogel put forward many useful arguments on China's economic development. In order to deepen our understanding of Professor Vogel's ideas and opinions, following the advice of Professor Vogel, we asked the Chinese Academy of Social Sciences now a graduate student studying for Ph.D. at Harvard University in the United States. Professor Goh Leung, a research assistant Professor Vogel, read the interview Write down the full text and talk about his understanding and complement of Professor Vogel's conversation. Putting his conversation into words is the third essay “A Comparative Study of Development in the United States, Japan and China from a Chinese Perspective.”
