在6月25日召开的中国石油和化学工业联合会三届四次理事会议上,国务院国资委副主任邵宁作了关于《中国经济发展阶段性变化及企业的应对》的专题报告,就中国经济发展问题、如何转变经济发展方式进行了全面阐述。他回顾了中国经济30年的发展历程,分析了支撑经济高速增长的主要因素,指出经济增长的内涵是产业结构的升级。他判断,中国经济高速增长的时期已经结束,正从低收入阶段的赶超型的经济形态,向中等收入阶段的过剩的、成熟的经济期转变。他要求企业短期内不要盲目扩大生产规模,防范风险,抓管理、降成本。中期要求企业重塑竞争力基础,突破现有的产业层次,通过自主技术创新、产品创新、商业模式创新,进入新的更高层次的市场。
On June 25 at the Fourth Session of the Third Plenary Session of the China Petroleum and Chemical Industry Federation, Shaoning, deputy director of the State Council SASAC, delivered a special report on “The Periodical Changes in China’s Economic Development and the Response of Enterprises” Economic development, how to change the mode of economic development conducted a comprehensive exposition. He reviewed the course of China’s economic development over the past 30 years, analyzed the main factors that supported the rapid economic growth, and pointed out that the connotation of economic growth is the upgrading of the industrial structure. He judged that the period of rapid economic growth in China has come to an end, shifting from a catch-up economic pattern in the low-income stage to an over-mature and mature economic stage in the middle-income stage. He demanded that enterprises should not blindly expand the scale of production, prevent risks, manage and reduce costs in the short term. In the medium term, enterprises are required to reshape the basis of their competitiveness, to break through existing industries and to enter new higher-level markets through independent technological innovation, product innovation and business model innovation.
