在苏南农村调查中,农民群众普遍反映,农民权益保障仅有法律庇佑、政策支撑是不够的。村级民主管理亟需改进,一个重要的举措,就是加强村级资金、资产、资源(以下简称“三资”)管理的信息装备建设。搭建好农民能操作、好沟通的信息化平台,让农民通过网络及时知道与自己利益相关的村集体“三资”运行状况,了解村干部的责任分工与履行职责情况。通过网络信息系统更加便捷地参与基层民主管理、监督村工作进展、规范村干部行为、维护自己的应有权益。
In the survey of rural areas in southern Jiangsu, the peasant masses generally reflected that the protection of peasants’ rights and interests was only blessed by law and policy support was not enough. The urgent need to improve village-level democratic management, an important measure is to strengthen the construction of information and equipment managed by village-level funds, assets and resources (hereinafter referred to as “three-funded”). We should set up an informatized platform for peasants to operate and communicate well so that peasants can know the operational status of the village collectives and the “three sources” related to their own interests in a timely manner through the network and understand the division of responsibilities and performance of duties among village cadres. Through the network information system, it is more convenient to participate in grassroots democratic management, supervise the progress of village work, standardize the behavior of village cadres and safeguard their own due rights.
