在一定的领导工作范畴内,那些工作无人过问,领导职责未尽的问题、事项、场所、现象等,可称之为领导职责的“空白地带”。一般地说,“空白地带”有两类。一类是由于职责难以分清,或常规难以包揽而出现的“空白地带”。这在领导工作中是屡见不鲜的现象。它虽经细心划分部门职能,详细规定岗位职责,努力克尽职守,也无法避免。这一类“空白”可称之谓“真空白地带”。另一类则是“伪空白地带”。它或是由于职责划分不清,相互扯皮所致;或是职责虽然明确,但无人负责而造成;也可能是由于领导
