职工代表是企业广大职工的代言人,是企业民主管理活动的直接参与者。坚持和完善以职工代表大会为基本形式的民主管理制度,不断充实职代会职权,创新职工民主管理形式,是国企广大职工参与企业民主决策、民主管理、民主监督的有效手段。职工代表素质的高低以及不断提高其自身素质,决定着企业民主管理工作的成败。
Employee representatives are the spokespersons of the broad masses of workers and staff of enterprises and are the direct participants in the democratic management activities of enterprises. Insisting on and perfecting the democratic management system based on the workers ’congress as the basic form and constantly enriching the powers of the Workers Congress, and innovating the forms of workers’ democratic management are effective means for the majority of state-owned enterprises to participate in the democratic decision-making, democratic management and democratic supervision of enterprises. The quality of employee representatives and continuously improve their own quality, determines the success or failure of the democratic management of enterprises.
