I. INTRODUCTION “Green Lighting ” is a concept proposed by the United States Environmental Protection Agency (EPA) in 1991 and soon won the support of the United Nations and the attention of many countries. In 1996, the State Economic and Trade Commission formulated and issued “China Green Lighting Project Implementation Plan” ~ ([1]), and started China's green lighting project in an all-round way. Green lighting project is through scientific and rational design methods, the use of efficient lighting and electrical accessories, the establishment of high quality and efficient, economical and comfortable, safe and reliable lighting environment.
