公务员回避制度是世界上许多的国家所采用的一种保证行政公正实现的基本制度,同时它也是我国公务员制度的重要组成部分。它被认为是一种有效且不可或缺的行政监督制度,伴随着公务员制度的不断发展而逐步完善。我国现行的许多法律、行政法规都不同程度地对公务员回避制度的措施作了规定,它吸收了历史上回避制度的发展的实践经验教训,结合古今中外的对比及我国现状和特殊的国情建立发展起来的。
