开放和开发浦东,是党中央、国务院进一步实行对外开放政策的重大战略措施之一,也是振兴上海,使上海建设成为太平洋两岸的经济、贸易、金融中心的重要起步点。为保证这一目标的实现,优化浦东开发的法律环境已被提到重要的议事日程。一、优化浦东开发的法律环境的基本出发点为外商创造良好的投资环境,是我国对外开放、引进外资的重要前提。在诸多投资环境中法律环境起着主导作用。
Opening up and developing Pudong is one of the major strategic measures for the CPC Central Committee and the State Council to further implement the policy of opening to the outside world. It is also an important starting point for rejuvenating Shanghai and building Shanghai into an economic, trade and financial center on both sides of the Pacific Ocean. In order to ensure this goal, optimizing the legal environment for the development of Pudong has been mentioned on the important agenda. I.
