近些年来,浙江经济的内在活力和发展速度令人瞩目,财政收入的规模和增长也走在了全国前列。可以说,浙江经济正在走向全面、协调、可持续发展的新阶段,财政收支较快增长并呈良性循环。但是,我们不能不清醒地认识到,形势越是喜人越不能盲目乐观。就财政而言,在经历了这些年收支较快增长的同时,经济发展中的要素性、政策性、结构性制约因素已见隐患,不可避免的也会在财政上不同程度地显现出来。
In recent years, the intrinsic vitality and development speed of Zhejiang’s economy have been drawing attention. The scale and growth of fiscal revenue have also taken the forefront in the country. It can be said that Zhejiang’s economy is moving toward a new phase of comprehensive, coordinated and sustainable development with a rapid growth in fiscal revenue and a virtuous circle. However, we can not but clearly understand that the more gratifying the situation is, the more we can not be blindly optimistic. As far as finance is concerned, while experiencing rapid growth in revenues and expenditures in recent years, the elements, policies and structural constraints in economic development are already hidden dangers and will inevitably be manifested in varying degrees of financial aspects.
