中共中央办公厅、国务院办公厅最近印发《关于加强中国特色新型智库建设的意见》(以下简称《意见》)。《意见》提出,到2020年,统筹推进党政部门、社科院、党校、行政学院、高校、军队、科研院所和企业、社会智库协调发展,形成定位明晰、特色鲜明、规模适度、布局合理的中国特色新型智库体系,重点建设一批具有较大影响力和国际知名度的高端智库,造就一支坚持正确政治方向、德才兼备、富于创新精神的公共政策研究和决策咨询队伍,建立一套治理完善、充满活力、监管有力的智库管理体制和运行机制,充分发挥中国特色新型智库咨政建言、理论创新、舆论引导、社会服务、公共外交等重要功能。
The CPC Central Committee General Office and the State Council General Office recently issued the Opinions on Strengthening the Construction of a New Type of Think Tank with Chinese Characteristics (hereinafter referred to as “Opinions”). The “Opinions” put forward that by 2020, the coordinated development of the party and government departments, the social science academies, the party schools, the administrative colleges, universities, the military, scientific research institutes, enterprises and social think tanks will be promoted in a coordinated manner so that a clear positioning, distinctive features, moderate scale and layout Rational new Chinese think tank system with a focus on building a group of high-end think tanks of greater influence and international visibility and creating a contingent of public policy research and decision-making consultants who uphold the correct political orientation and who have both ability and political integrity, and who are innovative. A set of well-governed, energetic and supervised think tank management system and operation mechanism will give full play to the important functions of the new type of think tank with Chinese characteristics, such as advice on political consultation, theoretical innovation, public opinion guidance, social services and public diplomacy.
