專业形式是发展趋势,但在規模小、任务重的設計院采取綜合形式也是可以的我認为設計机构的组织形式必須符合下列几个原則。 (1)既便于貫彻群众路綫,又有益于集中領导。这就有必要考虑专业管理与分級管理相結合的原則。 (2)必須充分考虑設計工作适应我国工业高速度的发展。 (3)既能照顾到設計工作的綜合性质,又能适应各个工种設計的专业发展和水平的迅速提高。 (4)在設計机构內部,要既能发揮統一領导的作用,又能收到有关部門互相制約的效果。过去几年来,我部各設计院的組織形式基本上采取专业科的形式,每个設計項目是在設計总工程师的
The professional form is a development trend, but it is also possible to adopt a comprehensive form in a design institute with a small scale and a heavy task. I think that the organizational form of a design institution must meet the following principles. (4) Within the design institution, it is necessary to both play the role of unified leadership and receive the effect of restricting each other’s departments. In the past few years, the organizational forms of our design institutes have basically taken the form of specialized subjects, and each design project has been designed as chief engineer.
