职业教育“协商治理”说试图从根本上扭转政府“家长式”的一元治理模式。然而,研究者以“协商治理”的逻辑自然推导出“职业教育善治”的结论,在一定程度上忽视了政府的主导作用,这不免又走入了另一种误区。职业教育治理只有遵循政府主导的职业教育治理逻辑,实施政府主导的“协商治理”模式,才能真正实现职业教育治理体系和治理能力现代化的目标。为此,政府必须准确定位其在职业教育治理中的主导责任,并积极探寻其履行职业教育发展责任的应有路径。
Vocational education “consultative governance”, said trying to fundamentally reverse the government “paternalistic ” of the unified governance model. However, the researchers naturally deduce the conclusion of “good governance of vocational education” by the logic of “consultation and governance”, and to a certain extent, ignore the leading role of the government, which inevitably leads to another misunderstanding. Only by following the government-led logic of vocational education governance and implementing the government-led model of “consultative governance” can vocational education governance truly achieve the goal of modernizing the management system of vocational education and its ability to govern. To this end, the government must accurately locate its dominant responsibility in the governance of vocational education and actively explore its due path to fulfilling the responsibility of the development of vocational education.
