本文首先指出：一系列城市问题阻碍城市的持续发展，而许多城市问题则是由于城市的空间有限、人口密集引起的，因而实施城市分散化是城市持续发展的根本出路。文章的第二部分指出：在公路两侧建设全面依赖汽车运输的开发区，作为分散城市的一个措施，同样受到制约，只有建设以铁路为主动脉的新型开发区才能使城市持续地发展。第三部分提出了一个试点方案。
This paper first points out that a series of urban problems are hindering the sustainable development of the city, while many urban problems are caused by the limited space and dense population in the cities. Therefore, the implementation of decentralization of cities is the fundamental way out for sustainable urban development. The second part of the article points out that it is equally restricted as a measure to disperse cities to build development zones fully dependent on motor transport on both sides of the road. Only by building a new development zone with a railway as the aorta can the cities develop continuously. The third part presents a pilot program.
