改革开放20年来,我省对传统的劳动、工资、社会保险制度进行了一系列重大改革,为建立市场导向的就业机制创造了必要的社会环境和条件。总体上看,山东省劳动力市场已基本形成雏形,新生劳动力资源的就业机制基本实现市场导向。但是,从市场就业机制的运作情况看,仍存在许多问题和矛盾,需加以解决。一、市场导向的就业机制运作中的主要问题和矛盾——劳动力资源总量供大于求,仍是制约市场化进程的主要障碍。据统计:1998年全省总人口8838万人,劳动力资源总量6371万人,劳动适龄人口达5554.4万人。目前,全省从业人员已达5256万人,占总人口比重为59.3%,总人口就业率高于发展中国家46%的平均水平;劳动参与率为82.7%,高于世界60%的平均水平。另据预测,山东劳动适龄人口到2006年一直呈现增长趋势,2007年以后增幅减缓,劳动力人口稳定在
