1979年,苏共中央和部长会议作出了关于改进计划工作的决议,其中规定要建立一个长远计划、五年计划和年度计划相互联系的统一体系,使计划具有连贯性。这种统一的计划体系包括:国家 20年科学技术进步综合纲要;国家 10年经济和社会发展基本方针(上述钢要和基本方针具有连贯的特点,每五年修订一次,并顺延其期限);五年计划以及年度计划。
In 1979, the Central Committee of the CPSU and the Ministerial Meeting made resolutions on improving planning work, which stipulated that a unified system of long-term plans, five-year plans, and annual plans should be established to ensure continuity of plans. This unified planning system includes: a comprehensive outline of the country’s 20-year progress in science and technology; and the country’s 10-year basic policy for economic and social development (the above-mentioned steel requirements and basic principles have coherent characteristics, which are revised every five years and their deadlines are extended); Five-year plan and annual plan.
