近年来,在全国一些地方打击非法行医工作中,卫生执法人员被检察机关追究刑事责任,使卫生执法人员流血、流汗还要流泪。为了预防卫生监督执法人员在打击非法行医中规避刑事责任,一是加强和司法机关的沟通,二是形成齐抓共管的局面,三是建立合理的打击非法行医组织体系,四是加大对非法行医危害性的宣传,提高人民群众自觉抵制非法行医的意识,五是充分运用法律法规和相关政策,加大打击非法行医工作力度,提高卫生监督执法的覆盖率。
In recent years, in some places in the country that crack down on illegal medical practice, health law enforcement officials have been held criminally responsible by procuratorial organs, causing bloodshed and perspiration of law enforcement officials to shed tears. In order to prevent health supervision and law enforcement officers from circumventing criminal responsibility in cracking down illegal medical practices, the first is to strengthen communication with the judiciary. The second is to form a concerted effort to co-manage the situation. The third is to establish a reasonable anti-illegal organization system. Fourth, Practicing harmful publicity so as to raise awareness of the masses of people who consciously resist illegal medical practice. Fifth, make full use of laws and regulations and relevant policies, step up efforts to crack down on illegal medical practice and improve the coverage rate of health supervision and law enforcement.
