首先,新亚欧大陆桥开通以来取得了非常显著的成效。从政府、行业以及企业层面来看,基础设施建设和经营管理方面都获得了很显著的成效。我想重点提一下顶层设计问题,顶层设计在系统工程学里的概念,就是完成一项大的工程需要一个整体的系统的设计。我想,新亚欧大陆桥发展的顶层设计就是对未来发展的一个整体的谋划,这里我所讲的是比较宏观的概念。这个顶层设计不能脱离实际,同时要为实践提供动力。这个顶层设计,要把它设计出来是很难的,希望我们的有关专家、部门、企业,包括有关行业一起努力实现
