企业技术创新的投入绩效是技术创新调查的核心内容,更是创新政策的关注点。基于“企业规模一创新类型一项目经费一创新效果”分析框架,对创新型企业突出的技术创新项目经费支出特征及其经济效果进行系统分析。结果发现,当前创新型企业技术创新项目以3000万元以下为主,创新目标主要是开发全新产品等。文章提出,科技计划需多关注支持大中小企业,更多关注投入在5000万元至1亿元间的技术创新项目等建议。
The input performance of technological innovation in enterprises is the core content of technological innovation investigation and the focus of innovation policy. Based on the analysis framework of “innovation-type-project-cost-effectiveness of an enterprise-innovation-type project-one”, the paper systematically analyzes the characteristics of expenditure on outstanding technological innovation projects in innovative enterprises and their economic effects. The results show that the current innovative enterprise technology innovation projects to 30 million yuan mainly innovation goal is to develop new products. The article suggests that science and technology programs need to pay more attention to supporting small, medium and large enterprises, and pay more attention to technical innovation projects invested between 50 million yuan and 100 million yuan.
