最近,李先念副总理在全国农田基本建设会议上的讲话中,要求各地领导同志一定要以对子孙后代负责的态度,下决心把林业搞上去。建国以来,在党和政府的领导下,我省林业建设取得很大成绩,共植树造林二千四百多万亩,完成宜林荒山荒地绿化任务的百分之六十三,森林面积增加了百分之八十二,林木蓄积量增加了百分之二十五,森林覆被率由百分之十一提高到百分之二十三点五。但是,由于林彪、“四人帮”十年的干扰破坏,林业建设的发展受到了严重影响,全省森林资源少而且分布不均的状况至今没有根本的变化;尚有宜林荒山荒地一千四百多万亩,其中百分之六十集中在西部地区;东部地区植被虽较好,各种毁林现象也相当严重,现有林的保护、抚育、改造工作也有很大差距;四旁绿化,农田林网化的建设任务也相当艰巨。目前,我省平均每人占有森林一点七亩,大大低于世界平均十二亩的水平,也低于全国平均二亩的水平。总结我省三十年来的经验教训,对农业生产最大的威胁是水土流失、风沙干旱以及
