中国地区差距的缩小,将取决于以下三大要素:体制改革,资本流动,以及人口流动。 地区差距形成的原因 所有决定经济发展水平的因素都是决定地区差距的因素,包括历史发展的差别;体制差距(市场机制,政府效率等)、教育水平,以及地理位置、自然条件等等。 体制的差距特别重要。沿海许多地区的发展,并不是因为中央给了多少投资,而只是改革开放先行一步,体制上比别人占了优势,资金、人才就开始向那里聚集。因此,对于一些落后地区来说,如何在体制改革方面取得进展,是根本性的环节。
The narrowing of the disparity in China will depend on the following three elements: institutional reform, capital flows and population movements. Reasons for regional disparity All the factors that determine the level of economic development are the factors that determine regional disparities, including differences in historical development; institutional gaps (market mechanisms, government efficiency, etc.); educational level; and geographical location and natural conditions. The institutional gap is particularly important. The development in many areas along the coast is not due to the amount of investment given by the Central Government, but only one step ahead of reform and opening up and an institutional superiority over others. Capital and human resources begin to gather there. Therefore, for some backward areas, how to make progress in structural reform is a fundamental link.
