近两年,随着计划生育工作的开展,适龄儿童逐年减少,加之中师毕业生的不断补充,目前农村学校已出现教师超编、人浮于事的现象,因此,辞退少数思想和文化素质极差的民办、代课教师已经成为加强教师队伍建设,提高基础教育质量的一项重要工作。我们认为,曲靖市人民政府作出的调整民办、代课教师的决定和做法,值得提倡和推广。
