由于电力系统地域辽阔，要实现对电力系统的实时监测，需要一个高精度的时间基准。 Ｇ Ｐ Ｓ的出现为此提供了条件。本系统利用基于 Ｇ Ｐ Ｓ的时间同步装置，对湖南省电网重要节点的电压相量，发电机的功角和输出功率进行实时测量和处理，并将结果传送到省电力调度中心，可实现对全省电网运行状况的监测。
