1997年3月4日清晨,俄罗斯在靠近中国东北边境的阿穆尔州“自由”航天基地成功地发射了一枚“起飞一号”火箭,将代号为“结雅”(重87公斤)的军用通讯卫星送入轨道。这表明根据叶利钦总统1994年签署的“关于建立第二个国家航天实验发射场”的总统令而建造的“自由”航天发射场正式建成启用了。目前俄除租用哈萨克斯坦的“拜科努尔”航天发射场外,还拥有自己的“普列谢茨克”基地,在这种情况下,再建一发射场的意义何在呢?
On the morning of March 4th, 1997, Russia successfully launched a “Take-off 1” rocket at the “Freedom” Aerospace Base in the Amur region near the northeastern border of China.
