广西石山地区综合开发治理规划及实施方案是根据广西区党委、区人民政府领导同志的指示精神,由区计委、区科委、广西科学院组织十多位同志,成立研究编写小组进行研究,于1988年11月纂写出来的。它本着“突出重点,讲求实效”的原则,由政府部门与科研单位结合,理论工作者与实际工作者结合,领导与专家结合,经过认真调查研究和分析现有有关成果,考虑到实践性和可操作性,提出了我区石山地区1989—2000年综合开发治理的基本思路、目标、重点、布局、主要开发项目及政策措施等,对石山地区综合开发治理工作将起到一定的指导作用。该规划及实施方案全文约3.8万字,现予摘要发表。
