中国石油企业科技人力资源丰富,但近年来却一直未能建立起技术创新的主体地位。究其原因,是因为在国有石油企业渐进式改革中科研人才激励模式不尽完善,产权激励机制没有形成,科研人才技术创新的动力不足,创新技术自然无从谈起。文章以中国国有石油企业科研人才为研究对象,分析了激励模式弱化的原因及激励模式对科研人才的重要作用。具体探讨现代企业制度下中国油田科研人才新型激励模式。
Chinese petroleum enterprises have abundant human resources in science and technology, but in recent years they have not been able to establish a dominant position in technological innovation. The reason is because in the gradual reform of state-owned petroleum enterprises, the incentive model of scientific research talents is not perfect, the incentive mechanism of property rights is not formed, the motivation of technological innovation of scientific research talents is insufficient, and the innovative technology can not be mentioned naturally. Taking the Chinese state-owned petroleum enterprises as their research objects, the article analyzes the reasons for the weakening of incentive models and the important role of incentive models for scientific researchers.
