所谓非权力影响(自然性影响)是相对权力影响(强制性影响)而言的,是指靠干部的公朴意识、奉献精神、为群众谋利益,取得群众信赖,受到群众拥戴。领导的影响力有两种:一种是权力影响,认为只要手中握有职权,就有影响力,领导=权力。另一种是非权力影响,认为领导依靠职权下达的命令,只有当下级和职工接受时,才能发挥其影响力,领导=权力+威信。应当承认职权
