随着经济全球化、贸易自由化进程的加快,贸易磨擦或纠纷已经成为国际贸易领域经常出现的现象。作为一种世界贸易组织许可的贸易保护措施,反倾销以其具有形式合法、便于实施、效果明显、保护期长并且不宜招致贸易报复的特点,被发达国家视为保护本国产业利益的最佳办法而被频繁采用。自1979年,中国出口到欧共体的糖精钠遭到反倾销投诉以来,遭遇国外反倾销案件的情势愈演愈烈。特别是加入世界贸易组织以后,反倾销和技术壁垒给中国的企业上了两堂生动的教育课。这让人们开始注意到反倾销问题在国际贸易中的重要性,在健全相应工作机制的同时,人才的培养也迫在眉睫。

At the same time, it is imperative to cultivate talented people while improving the corresponding working mechanism.
