沂沭泗流域人均水量431立方米,亩均水量292立方米。其中南四湖湖西人均水量128立方米,亩均水量76立方米,仅为淮河流域的四分之一,为全国人均、亩均水量的5％～4％。水资源严重不足,已成为当前工农业生产的主要矛盾。一从1980年全流域水资源利用现状及供需平衡分析,全流域50％～95％情况下,供需均不能平衡。在保证率95％情况下,总需水166.9亿立方米,总供水129.4亿
