我区地处淮河中上游结合部,历史上曾多次受黄泛侵袭,致使全区水系严重淤塞,形成了解放前的“大雨大灾,小雨小灾,无雨旱灾”的局面。解放四十多年来,全区治水基本上经过三个阶段:即五、六十年代的救命水(治洪涝),七、八十年代的增产水(治旱涝),九十年代的致富水(综合治理)。目前在非特大灾害面前,基本上达到了洪能抗得住,涝能排得出,渍能降得下,旱能灌得上。为全区国民经济的发展奠定了可靠基础。但是我区现
