目的了解恩施州基层儿童保健人力资源现状及存在的问题,寻找干预措施,着力提高基层儿童保健服务能力。方法参照《全国儿童保健工作规范》制定《恩施州乡级儿童保健现状调查表》,统一下发并进行问卷调查,用WPS Excel对原始资料进行描述性分析。结果 91个乡镇共配备111名儿童保健人员,其中年龄≤35岁占45.05%,从事儿童保健工作年限最短不到2个月,3年内占49.55%,一半人员无编制;83.78%为大专及以下学历,57.66%为护理专业;29.73%无职称,仅13.51%有医师资格证;近1/3的人未参加过任何培训。结论恩施州乡级儿童保健人员配备不足,队伍不稳定,专业结构不合理,执业医师少。政府应适当增加编制,以稳定队伍,并按辖区人口比例配备,逐步改善儿童保健人员专业结构,强调依法执业,加强儿童保健专业技术项目培训,以适应新时期儿童保健医学的要求和发展。
Objective To understand the current status and existing problems of grassroots child health human resources in Enshi Prefecture, find out the intervention measures and make efforts to improve the grassroots child health care service capabilities. Methods According to “National Code of Practice for Child Health” to develop “Enshi state-level child health survey”, issued a unified and conducted a questionnaire survey using WPS Excel descriptive analysis of the original data. Results A total of 111 child health workers were provided in 91 townships, of which 45.05% were aged 35 or under, the shortest working period for child health was less than 2 months, 49.55% in 3 years, and half were not staffed; 83.78% were under-college and below Education, 57.66% for the nursing profession; 29.73% no title, only 13.51% have a doctor’s certificate; nearly 1/3 of people did not participate in any training. Conclusion Enshi state-level child care workers are not equipped, the team is unstable, the professional structure is irrational, and the number of practicing doctors is small. The government should increase its establishment to stabilize the ranks and gradually increase the professional structure of child health personnel according to the proportion of population in the area. Emphasis should be placed on practicing law and strengthening the training of child health professional technical programs to meet the requirements and development of children’s health care medicine in the new era.
