广东地区转换计划工作职能的作法与几点启示

最近,我们就如何改革计划体制、转变计划工作职能的问题,赴广东地区进行调查研究,在广州、深圳等市县和企业,召开了若干个座谈会。通过调查和实地考察,我们感到,广东地区计划部门在转变职能,利用计划手段促进商品经济发展方面发挥了重要作用,他们的许多作法值得我们借鉴。现将我们了解到的主要情况作一介绍,供研究改革计划体制时参考。

Recently, on the issue of how to reform the planning system and change the functions of planned work, we conducted investigations and studies in the Guangdong area and held several forums in cities and counties and cities such as Guangzhou and Shenzhen. Through investigation and site visits, we feel that the planning departments in Guangdong Province have played an important role in transforming their functions and using planned measures to promote the development of the commodity economy. Many of their practices deserve our help. We now introduce the main situation we have learned for reference when studying the reform plan system.
