党的十六大深刻分析了我们党和国家面临的新形势新任务,明确提出了要紧紧抓住本世纪头20年这一重要战略机遇期,集中力量全面建设惠及十几亿人口的更高水平的小康社会,并从经济、政治、文化等方面对全面建设小康社会作了全面要求。围绕全面建设小康社会的目标,同时指出要“继续大力推进扶贫开发,巩固扶贫成果,尽快使尚未脱贫的农村贫困人口解决温饱问题,并逐步过上小康生活。” 一、小康社会尚需全面建设 小康社会是我国古代思想家所描绘的诱人的理想社会,它反映了广大劳动人民对宽裕、殷实生活的企盼与追求。邓小平同志提出小康社会的概念,则是在活用传统思想文化遗产的基础上赋予时代内涵的一个富有中国特色社会主义的新概念。20世纪90年代,党中央根据邓小平“三步走”发展战略,在基本解决温饱问题、实现第一步战略目标的基础上,作出了奔小康的战略决策,很快在神州大地掀起了小康建设的热潮。
