地方政府是我国住房市场调控过程中的关键行为主体。本文以全国35个大中城市为主要考察对象,利用文本挖掘方法,基于2003-2012年间各城市《政府工作报告》编制得到各城市各年份住房市场干预倾向指数,首次实现了对地方政府住房市场干预政策特征的定量度量,并基于该指数对影响地方政府干预倾向和力度的关键因素进行理论和实证分析。研究结果表明,地方政府住房市场干预政策倾向在遵循中央政府统一要求的基础上,具有“因地制宜”的特征,即表现出促使住房市场回归合理区间的政策倾向;土地财政等地方利益因素的影响客观存在,但其作用相对有限。上述规律在不同市场状况下和不同类型城市中也表现出一定差异性。
Local government is the key actor in the regulation of housing market in our country. In this paper, 35 large and medium-sized cities nationwide as the main object of study, using text mining method, based on the city’s “government work report” from 2003 to 2012 prepared by the city’s housing market intervention index for each year, for the first time to achieve the local government housing market Intervene in the quantitative measurement of policy characteristics, and based on the index of theoretical and empirical analysis of the key factors that affect the tendencies and intensity of local government intervention. The above rules also show some differences in different market conditions and in different types of cities.
