据权威的统计称,截止1995年中期,中国的电视机拥有量达2.5亿台,电视观众突破8亿,无线电视台为970余座,有线电视台则达1200多家,另外还有1000家左右的教育台,所以,电视业者通常用“三个一千”的形象说法来描绘这种格局,即“无线一千,有线一千,教育台一千”。西方看好中国市场从上述数字的任何方面看,中国都是无可争议的堪称“世界上最大视听市场”。在1995年的戛纳国际电视节上,中国代表团成为最受瞩目的代表团之一,电视节期间同外国公司签订了190个小时的节目销售合同,与十几个国家的电视机构洽谈了合作意向。这是中国参加戛纳国际电视节以来第一次直接签订节目销售合同。
