根据国务院《关于进一步加强借用国际商业贷款宏观管理的通知》精神,为了控制外债余额的过快增长,充分发挥外资的使用效益,国家计委最近会同国家外汇管理局,就借用中长期国外贷款实行总量控制下的全口径管理作出具体规定如下:
