抗战时期,敌后根据地货币市场混乱,由于在金融贸易流通领域上日伪币、法币和边币混用加之土票和杂钞的不统一,缺乏监督机制,敌后抗日根据地的经济发展严重受阻。为了粉碎敌人的经济封锁,保障军需供给,1941年,新四军代军长陈毅和政委刘少奇根据中央指示,在南方根据地组织成立了华中抗日根据地的第一个银行——江淮银行。江淮银行的成立对建立根据地独立自主的货币市场和加强根据地经济建设起到了巨大推动作用,抗日战争时期江淮银行与日伪之间开展了一场没有硝烟的激烈货币斗争。本文试图通过分析江淮银行成立的背景和发行江淮银行票的重大历史意义来厘清江淮银行与日伪之间货币斗争的过程。但由于成立于特殊历史时期,江淮银行发行的江淮银行票发行过程中也存在一些不足,笔者通过查阅有关文献记载简要阐述了这些不足,最后,笔者通过研究江淮银行票不足点有针对性地提出了江淮银行票发行对我国当代的货币发行理念的启示和借鉴意义。

In order to crush the enemy’s economic blockade and ensure the supply of military supplies, Chen Yi, commander of the New Fourth Army and Comrade Liu Shao-ch’i, the commander of the New Fourth Army, organized the first bank of the Sino-Japanese Anti-Japanese Base in the southern base area in 1941, the Jianghuai Bank. The founding of Jianghuai Bank has played a huge role in promoting the independent monetary market in the base areas and in strengthening the economic construction of the base areas. During the Anti-Japanese War, there was a fierce monetary struggle between Jianghuai Bank and Japan and the Puppet Government. This article attempts to clarify the course of the monetary struggle between Jianghuai Bank and Japan Puppet by analyzing the background of the establishment of Jianghuai Bank and the significant historical significance of issuing JAC Bank votes. However, due to the fact that there were some shortcomings in the issuance of JAC Bank issued by Jianghuai Bank during the special historical period, the author briefly explained these shortcomings by referring to the relevant documents and records. Finally, The Enlightenment and Reference Significance of the Issuance of JAC Bank Ticket on the Contemporary Concept of Currency Issuance in Our Country.
