Foreign R & D centers in China are quietly transforming themselves from R & D centers in the local market into complementary R & D centers and even global strategic R & D centers, making rapid transition from “scale expansion” to “quality improvement”. According to the statistics from the Ministry of Commerce, as of the end of May 2013, over 1,800 foreign-funded R & D centers have been operating in China. Unlike when it first arrived in China, today’s R & D center in China is no longer a supporting actor in the global scientific research and innovation system of a multinational corporation.
