1.从全国经济结构调整的全局需要出发,确立地区经济结构的调整方向。 全国产业结构的调整与地区产业结构调整是相辅相成的。当前这两个方面的结合点,一是促进传统产业向优势地区的集中;二是在一些有条件的地区和城市着力发展高技术产业和新兴产业,并用高新技术改造传统产业,提高这些产业在国内外市场上的竞争力。
