古城扬州西南郊的宁扬公路旁,有一个生产氖灯的区属街办社会福利企业——扬州灯泡厂。这个不起眼的小企业原有职工百余人,其中“四残”职工占60%以上,固定资产仅60万元,企业生产以手工为主,为了维持残疾人员生计,国家免征税赋予以扶持,盈利除养活百余职工外所剩无几。1989年,对外开放的春风,吹进了灯泡厂领导和职工的心田。他们不甘落后,看准国际市场行情,仅用10万元对职工食堂稍加装修后,与外商共同投资创办了广陵区第一个中外合资企业——“扬州扬捷照明电器有限公司”。通过引进先进的自动化设备,生产经营中、高压指示辉光氖灯。由于中外双方共同努力,该公司不仅以“当年列项、当年开业、当年盈利、当年创汇”载誉扬州全市,而且在投产10个月后,双方就从赢利中各自收回了投资。到1990年底,人均各项指标较合资前提高了10倍以上,其中劳动生产率达30万元,人均创利近3万元;由于生产自动化程度高,氖管工作寿命从2000小时延长到2万小时以上,达到国际中上等水平。
