道光六年,围绕对关内流民如何处置,吉林将军富俊和宣宗进行了一番博弈,最终使宣宗不得不同意对流民免予驱逐,并进行妥善安置。这一事例是东北地方官员在执行封禁令时与皇帝进行巧妙博弈的典型事例,反映了东北地方官员对封禁令的敷衍执行和君臣关系的复杂性。
In the six years of Daoguang’s reign, focusing on how to deal with the influx of people inside the customs, Jilin General Fu Jun and Xuan Zong conducted some games. Eventually, Emperor Xuan Zong had to agree to expel the migrants and to properly resettle them. This case is a typical example of the ingenious game between local officials in Northeast China and the emperor during the implementation of the embargo. It reflects the complexity of the perfunctory execution of the embargo and the relationship between monarch and civil government by local officials in the Northeast.
