一、背景介绍2012年5月,宁波市城管局和市教育局共同开始了“节水育苗”系列行动,建立了宁波市首批小学节水教育试点基地。随后,监管中心在走访这些学校时,发现部分学校的厕所使用的是技术老旧的冲水系统,还存在着很大的节水空间。同时,通过实地调查发现全市大部分小学在使用沟槽式厕所,尚有部分中小学校仍在使用高位直落水箱(水箱水满即冲),浪费水现象严重。
