党的十七届四中全会提出提高党的建设科学化水平的新要求。提高反腐倡廉建设的科学化水平,增强反腐倡廉建设的实效性,是提高党的建设科学化水平的重要命题。动机、权力和机会是腐败生成的三个必要因素。要从根本上防治腐败,必须根据腐败生成机理,推进反腐倡廉制度建设,从动机、权力和机会等方面完善相关制度和机制,筑牢三道防线,隔离三个必要因素,消除腐败生成的必要条件。只有这样,才能提高反腐倡廉建设的科学化水平和实效性,才能达到从根本上防治腐败的目的。
The Fourth Plenary Session of the 17th Central Committee of the Party put forth new requirements for improving the party’s scientific and scientific level.
