邓小平基于对“社会主义阶段的最根本任务就是发展生产力”的深刻认识,创造性地作出了“我们要发展生产力,对经济体制进行改革是必由之路”的科学论断,进而把建立社会主义市场经济确定为我国经济体制改革的总体目标模式。这是邓小平发展生产力理论的又一重大突破。
